ENCORE targets professionals involved in detecting and preventing corruption related to environmental crime, including licensing authorities, environmental inspectorates, customs, procurement offices, law enforcement bodies, prosecutors, judges, and financial institutions. The project also engages key EU networks, agencies such as Europol and OLAF, and civil society, ensuring alignment with existing anti-corruption and environmental efforts.

The project is structured around three pillars: research, capacity-strengthening, and intelligence analysis. The research pillar, led by Ambiendura, focuses on identifying corrupt practices, enforcement gaps, and good practices, with special attention to the role of financial institutions and due diligence in preventing money laundering linked to environmental crime. Findings will be transformed into practical tools for authorities, policymakers, NGOs, journalists, and the public.

The capacity-strengthening pillar, led by Envicrime Academy, delivers targeted training and workshops to bridge expertise between pollution crime and anti-corruption professionals, enhancing investigative and prosecutorial capacities across the criminal justice chain.

Finally, the intelligence analysis pillar, led by WRI Europe, gathers and analyzes information on illegal activities such as waste trafficking and the smuggling of HFCs and ODS. It develops risk indicators and policy recommendations, shares intelligence with enforcement bodies and the financial sector, and makes key information accessible to civil society and academia to support coordinated and effective action against corruption-driven pollution crimes.
